இனிவரும் காலம் எமக்கான காலம்

யூன் 2009ல் தமிழ்த்தேசிய உணர்வாளர்களின் ஒத்துழைப்புடன், பன்னாட்டு தமிழ் அமைப்புக்களின் துணையுடன் உலகத்தமிழர்களை ஒன்றிணைக்கும் அமைப்பாக ஆகஸ்ட் 2009ல் பாரிஸ் மாநகரில் பிரான்சு தமிழீழ மக்கள் பேரவை (MTE-La Maison du Tamil Eelam-France) ஐரோப்பிய தமிழர் ஒன்றியம் (UTE-Union des Tamouls d’Europe) மற்றும் அனைத்துதமிழ் அமைப்புக்களின் ஆதரவுடன் உருவாகிய உலகத் தமிழர் பேரவை (GTF-Global Tamil Forum)> இன்று ஆறுமாதகால அயராத உழைப்பினால் லண்டன் மாநகரில் சனநாயகத்தைப் பிறப்பிடமாகக் கொண்ட பாராளுமன்றத்தில், இங்கிலாந்தின் வெளிவிவகார அமைச்சர் (Rt Hon David Miliband) உலகத்தமிழர் பேரவையின் 2வது அமர்வை ஆரம்பித்துவைத்து “உலகத்தின் ஐந்து கண்டங்களிலிருந்தும் வந்திருக்கும் தமிழ் அமைப்பினரை வாழ்த்தியதோடு நில்லாமல், தமிழர்கள் தமது சனநாயக உரிமைக்கும், சனநாயக போராட்டத்திற்கும் தாம் ஆதரவு வழங்குவதாகவும் சிறீலங்காவில் தமிழர்கள் சமஉரிமையுடன் வாழ வழி வகுக்கவேண்டும் என்றும் கூறினர். இந்தநிகழ்வுகளில் அனைத்து கட்சிகளின் பிரமுகர்கள் வந்திருந்தபோதும் இங்கிலாந்தில் நிழல் பாரளுமன்ற கொன்சவேட்ரி கட்சியை சேர்ந்த வெளிவிவகார அமைச்சரும் Rt.Hon William Hague) இலங்கையின் போர்குற்றங்களுக்கான புலனாய்வு நடாத்தப்படவேண்டும் என்றும், தமிழ் மக்களின் சனநாயகவழிப் போராட்டத்திற்கு தமது ஆதரவு உண்டு என்றும் கூறினார். அத்துடன் நின்றுவிடாமல் தென் ஆபிரிக்காவில் விடுதலைக்போராட்டத்தில் ஈடுபட்டு, இன்று விடுதலையடைந்திருக்கும், ஆபிரிக்க நசினல் கவுன்சில் (African National Congress) கட்சியின் தோழரும் பாராளுமன்ற உறுப்பினருமாகிய திரு. Comrade Sisa James Njikelana அவர்களும் இந்த அமர்வுக்கு வந்து கலந்து கொண்டதோடு தமதுபோராட்ட அனுபவங்களையும் பகிர்ந்து கொண்டுவிட்டு அன்றே திரும்பிச்சென்றது தமிழர்கள் எமக்குபெருமைதரும் ஒருவிடயமாகப் பார்க்கப்படுகின்றது.

அமெரிக்காவைச் சேர்ந்த கறுப்பின மக்களின் உரிமைக்காக Martin Luther King யின் வழியில் வந்து போராடிய Rev. Jesse Jackson அங்கு வருகை தந்து பேசும் போது “தமது தன்மானம், நீதியான விடுதலைக்காக இங்கு ஒன்று பட்டு கூடியிருக்கும் தமிழ் மக்களுக்கு நான் கூறவிரும்புவது நீங்கள் உயர்ந்தவர்களாக நின்று உங்கள் கனவுகளை நனவாக்க போராட வேண்டும். தளர்வடையாமல் நீங்கள் தொடர்ந்து விடுதலைப்பாதையில் போக வேண்டும். தென் ஆபிரிக்காவில் அந்த நாட்டு மக்கள் தமது போராட்ட வடிவத்தை மாற்றி அவர்களால் விடுதலையை வென்றெடுக்க முடியும் என்றால், இன்று விடுதலை வேட்கையுடன் கூடியிருக்கும் உங்களாலும் முடியும் தளரவேண்டாம் உங்களால் இப்படிப்பட்ட மாநாட்டை நிச்சயம் கூட்ட முடியும் என்றால், அதற்கு மேலாக உங்களால் எல்லாமே முடியும் தொடருங்கள் என்றார்.

அத்துடன் எமது போராட்டம் இனவாரியான போராட்டம் அல்ல, எல்லா மக்களும் தமது உரிமையும் தன்மானத்துடனும் வாழ வழிசேற்கும் வாழ்வுரிமைப்போராட்டம் என்ற அடிப்படையில் இலங்கையிலிருந்து தமது உயிர் ஆபத்துக்களையும் மீறி வந்து கலந்து கொண்ட புத்தபிக்கு Rev. Ven Madampagama Assaji Mahanayake Thero வும், இசுலாமிய மக்கள் சார்பாக வந்து கலந்து கொண்ட Mr Abdul Majeed Mohammed Casim ஆகியோரின் பேச்சுக்களிலிருந்து இன்று இந்தப்போராட்டம் அடுத்த ஒரு இனத்தை அடக்கும் போராட்டமல்ல, ஒரு மக்களின் விடுதலைப்போராட்டம் என்று காட்டியது.

அதே நேரத்தில் இந்த நிகழ்வில் அமெரிக்கா மற்றும் நோர்வே நாட்டிலிருந்து, வாழ்த்துக்கள் வந்ததும், அந்த நாட்டு அதிகாரிகள் இந்த சந்திப்பில் வந்து நேரடியாக கலந்து கொண்டதும், எமது போராட்டத்தை அவதானித்துக் கொண்டிருக்கின்றார்கள் என்பதையும் காட்டுகின்றது.

இத்துடன் பிரித்தானியா பிரதம மந்திரி Rt Hon Gordon Brown ம் வெளிவிவகார அமைச்சர் Rt Hon David Miliband இலங்தையின் யாப்பில்(Constitution) முக்கிய மாற்றங்கள் செய்யப்பட வேண்டும் என்று வலியுறுத்தி கூறினார்.
எமது போராட்டத்தில் செய்யப்பட்ட தியாகங்கள் வீணாக போவதில்லை அந்த லட்சிய வாதிகளின் இலட்சிய நெருப்பு ஒரு வரலாற்று சக்தியாக மற்றவர்களை பற்றிக்கொண்டு இன்று எங்கள் தேசிய ஆன்மாவை தட்டியெழுப்பியதோடு நில்லாமல், உலகத்தில் வாழும் அத்தனை அரசியல் வாதிகளினதும் பத்திரிகையாளர்கள் மக்களின் உணர்வுகளையும் தட்டியெழுப்பியிருக்கின்றது.

இந்த நான்குநாள் கலந்துரையாடலையும், பிரித்தானியாவில் அரசியல் வேலைத்திட்டங்களை நடாத்தும் பிரித்தானிய தமிழர் பேரவைக்கு (BTF-British Tamils Forum) பிரான்சு தமிழீழ மக்கள் பேரவை (MTE –La Maison du Tamil Eelam-France) தனது வாழ்த்துக்களையும், தெரிவித்துக்கொள்கின்றது.

இன்று உலகத்தமிழர் பேரவை ஒரு பரிணாமவளர்ச்சியை பெற்று உலகத்தின் ஐந்து கண்டங்களிலும் தமிழீழத்தை நோக்கிய பாதையில் அரசியல் வேலைகளைக் கொண்டு சென்று கொண்டிருக்கின்றார்கள். இந்த அமைப்பின் அடிப்படை உறுப்புரிமை அமைப்பாக இருக்கும் பிரான்சு தமிழீழ மக்கள் பேரவையினர் (MTE-La Maison du Tamil Eelam) உலகத்தமிழருடன் (GTF-Global Tamil Forum) ஒன்றிணைந்து தமிழீழத்திற்கான பணிகளை செய்வதில் பெருமைப்படுகின்றோம்.

பிரான்சில் வாழும் தமிழருக்கும், உலகத்தமிழருக்கும் நாம் விடுக்கும் வேண்டுகோள், போராட்ட மாற்றங்களுக்கு அமைய நாமும் மாறவேண்டும். உலக அரசுகளின் பார்வை எம் பக்கம் திரும்பி நிற்கும் வேளையில், அரசுகள் தமிழர்களின் நியாயமான உரிமைகளை புரிந்து கொண்டிருக்கும் வேளையில் நாம் அனைவரும் இந்த அரசமட்ட வேலைகளில் ஈடுபட்டிருப்பவர்களின் பக்கத்தில் நின்று கை கொடுத்து உற்சாகமளிக்கவேண்டியது நம் எல்லோரின் கடமையுமாகும்.
எங்களால் முடியும். மிகவிரைவில் எமது தாயகத்தின் உரிமைகளை பெறமுடியும் என்ற நம்பிக்கை எம்மிடமிருக்கின்றது. அதற்காக நாம் எல்லோரும் கை கோர்த்து செயற்பாட்டாளர்களுடன் ஒன்றிணைவோம். இனிவரும் காலத்தை எமக்கான காலமாக மாற்றியமைப்போம்.

Vision

Evolve an independent, international organization which adheres to the principles of democracy and non-violence and derives its strength from grassroots organizations of the Tamil Diaspora that will work in solidarity with Tamils in Eelam and other communities in Sri Lanka to restore Tamil Peoples right to self-determination and democratic self-rule in their traditional homeland in the island of Sri Lanka that would lead to self-sufficiency, sustainability and equal opportunity to its people, through its political and economic successes by engaging the international community.

Mission

Establish an international, grassroots and youth based, Tamil democratic political organization that would generate constructive change through Collective Global Tamils to:

Alleviate the physical and emotional suffering of displaced and distressed Tamil people in the internment camps and to advocate for their freedom of movement and immediate rehabilitation in their homes,

Bring to justice those who perpetrated genocide, war crimes and crimes against humanity against the Tamil Peoples,

Campaign tirelessly, locally and internationally, to remove the occupying forces of Sri Lanka out from the traditional homeland of Tamils in the island of Sri Lanka,

Prevent the colonization of the homeland of the Tamil people by the Sinhala majority community,

Promote health, education, culture and economic development of Tamils in Eelam and the Tamil Diaspora,

To use all resources available to the Tamil Diaspora to establish the Tamil people’s right to self-determination and their right to re-establish their nationhood which was taken away by force from them by the succeeding colonial powers including the Sri Lankan government,

Help empower Tamil people in Sri Lanka to take control of their destiny and clearly formulate and promote the benefits of freedom for all in the pursuit of sustainable growth and prosperity in the self-governing nation of Tamil Eelam.

Empower the Tamil society around the world through education, cultural and economic growth from the grassroots with youth and women involvement in all aspects of social activities.

In pursuit of this Vision and Mission, the Global Tamil Forum will build on the principles of emancipation promoted by Mahatma Gandhi, Nelson Mandela and Martin Luther King to oppose the entire edifice of oppression and discrimination through peaceful means and to champion the rights of Tamil and other communities who have been unjustly deprived of their rights and silenced.

Constitutional Summary

Global Tamil Forum and participating Country Organisations/Founding Members are legally registered.

There will be one Country Orgnanisation/Founding Member per country representing that country at the Global Tamil Forum.

A Country Organisation with the largest membership of fee paying members on Dec 31 of each year would become the Founding Member.

Country Organisation/Founding Members are represented by Board Members at the Global Tamil Forum. The number of Directors from each Country Organisation/Founding Member at the Board of Directors depends on the membership numbers of that country organisation.

Each Country Organisation/Founding Member has voting rights at the Board of Directors during decision making process.

Country Organisation/Founding Member would have to subcribe to the constitution of the Global Tamil Forum and will pay a one-time joining fee and an annual fee. Country Organisations/Founding Members will share the cost of projects taken up by the Global Tamil Forum based on the Zonal Groups.

An individual can become a General Member by becoming the member of the Country Organisation/Founding Member if there is a Country Organisation/Founding Member in that country.

An individual can become a Direct General Member if the country does NOT have Country Organisations/Founding Member.
If the Direct General Membership exceeds 5000 (in a country without a Country Organisation/Founding Member) the Direct General Members can elect a Director to the GTF board.
